Golf Buggies for Urbanisations & Private Roads in Spain

Key takeaways

  • Whether you can use a utility (non road legal) buggy in your urbanisation depends on whether its roads are private or public.
  • Many urbanisation roads in Spain are public roads maintained by the town hall, even inside a residential development. On public roads, you need a road legal vehicle.
  • On genuinely private roads, a utility buggy such as the Zycar E2 (€7,995) or E2+2 (€8,495) can be a practical, affordable choice.
  • Check with your community of owners or town hall before buying, and check any community rules on buggy use and parking.
  • If you are unsure, a road legal model such as the Z2 (€11,995) covers both private and public roads.

A utility golf buggy can be a great way to get around an urbanisation or gated community in Spain, but only where the roads are private. If any of the roads you will use are public, you need a road legal vehicle. The most important step before buying is therefore finding out who owns and maintains the roads in your development.

This guide explains how to check, and which of our buggies suits each situation. Browse our golf buggies and road legal buggies.

Are urbanisation roads private or public?

It varies. In Spain, many urbanisations have roads that were handed over to the local town hall (ayuntamiento) once the development was completed, which makes them public roads, even though they are inside a residential area. Other developments, particularly some gated communities and private estates, keep their internal roads as private property, maintained by the community of owners (comunidad de propietarios).

You cannot tell from looking at the road. A barrier or security gate does not automatically mean the roads are private.

How do you find out?

  1. Ask your community administrator (administrador de fincas) or the president of your community of owners whether the roads are private and maintained by the community.
  2. Ask the town hall whether the urbanisation's roads have been formally received (recepcionadas) by the municipality.
  3. Check the community rules (estatutos or internal regulations) for any rules on vehicles, buggies, speed limits or parking.
  4. Look at your route, not just your street. If you need to cross or use a public road to reach the shop, the club or the beach, that part of the journey requires a road legal vehicle.

Which buggy suits private roads?

Where the roads are confirmed private, a utility buggy is the most affordable option. Our two Zycar utility models share the same core specification:

Seats 2 4
Battery 48V 105Ah LFP lithium 48V 105Ah LFP lithium

A 28 km/h top speed suits the low speed limits found inside most residential developments, and the 60–80 km range covers many days of short trips around a community.

Which buggy suits public urbanisation roads?

Zycar Z2 road legal golf buggy in white with black seats

If your urbanisation's roads are public, or you want to drive beyond the development, choose a road legal model. Our EEC road legal Zycar buggies are the Z2 (2 seats, €11,995), R2 (2 seats, €13,995) and Z4 (4 seats, €16,995). Their prices include IVA, ITV, Tráfico registration and Spanish number plates.

A road legal buggy also works on private roads, so it is the safer choice if you are not sure about the status of your roads, or think you may want to drive further afield in future.

What else should communities consider?

  • Parking: agree where buggies can be parked so they do not block garages, paths or emergency access.
  • Charging: check whether residents can charge in a shared garage, and who pays for the electricity.
  • Speed: many communities set low internal speed limits; drive slowly near pools, play areas and pedestrians.
  • Who drives: some communities set their own rules about who may drive a buggy on community roads.
  • Insurance: ask your insurer what cover is appropriate for a buggy used on private community roads.
